G20 Steuer gegen Armut -- 1000 unterzeichner

* Zeit für eine Finanztransaktionssteuer – 1000 Ökonominnen
und Ökonomen unterzeichnen Brief an G20 und Bill Gates
1000 Ökonominnen und Ökonomen aus 53 Ländern fordern in einem Brief an
die G20-Finanzminister und Bill Gates die Einführung einer
Finanztransaktionssteuer. Mit den Einnahmen sollen weltweite
Armutsbekämpfung und Klimaschutz sowie die Folgenbewältigung der Finanz-
und Wirtschaftskrise finanziert werden.
Der Brief wurde den Finanzministern der G20 heute im Vorfeld ihres
Treffens in Washington überreicht. Die Unterzeichner richten sich auch
an Bill Gates, Gründer von Microsoft. Ihn haben die G20 haben gebeten,
innovative Instrumente zur Finanzierung von Entwicklung und Klimaschutz
zu untersuchen.
Unter den Unterzeichnerinnen und Unterzeichnern sind Professoren
weltweit renommierter Universitäten, etwa Harvard, Oxford, Cambridge,
der Sorbonne, Berkeley und Kyoto. Dazu gehören Jeffrey Sachs,
Sonderberater des UN-Generalsekretärs Ban Ki-moon, Dani Rodrik,
Professor für politische Ökonomie an der Harvard University oder
Christian Fauliau, langjähriger ranghoher Ökonom der Weltbank. Damit
vergrößert sich die Zahl prominenter Ökonomen, die sich bereits für eine
Finanztransaktionssteuer ausgesprochen haben, wie die Nobelpreisträger
Paul Krugman und Joseph Stiglitz.
Im Brief heißt es: "Die Zeit für die Steuer ist reif. Die Finanzkrise
hat uns die Gefahren eines unregulierten Finanzwesens gezeigt. Das
Verhältnis zwischen der Gesellschaft und einem Finanzsektor, der dieser
eigentlich dienen sollte, wurde ins Gegenteil verkehrt. Nun ist es an
der Zeit, dieses Verhältnis wieder umzukehren, und dafür zu sorgen, dass
der Finanzsektor der Gesellschaft etwas zurückgibt."
Professor Sachs dazu: "Es ist an der Zeit, dass sich die G20 auf eine
Finanztransaktionssteuer einigen und damit armen Ländern helfen, den
Klimawandel und eine Wirtschaftskrise zu bewältigen, an deren Entstehung
sie nicht beteiligt waren. Die Steuer wäre zugleich ein gerechtes und
wirksames Mittel, um bei uns nationale Haushaltslöcher zu schließen."

Unterstützung von Regierungen und europäischen Bürgern
Der Brief zeigt das hohe Maß an Unterstützung, welche die
Finanztransaktionssteuer inzwischen auch von Regierungen (u.a. von
Deutschland und Frankreich) und von Institutionen wie der Europäischen
Zentralbank erfährt. Er wurde von einem internationalen Bündnis
initiiert, darunter das deutsche Kampagnenbündnis "Steuer gegen Armut".
In Deutschland gehören ihm 79 Nichtregierungsorganisationen,
Gewerkschaften, Parteien, Banken und wissenschaftliche Institutionen an.
Eine jüngste Meinungsumfrage im Auftrag von Oxfam in sechs europäischen
Ländern ergab in fünf Ländern eine mehrheitliche Unterstützung für die
Finanztransaktionssteuer: Deutschland (53% dafür, 24% dagegen),
Großbritannien (51% zu 19%), Frankreich (51% zu 22%), Spanien (67% zu
15%) und Italien (59% zu18%). In den Niederlanden gibt es zwar keine
Mehrheit für eine solche Steuer, trotzdem unterstützen mehr Menschen die
Steuer, als sie ablehnen (38% zu 25%).

Sehr geehrter Bill Gates,
Als Ökonominnen und Ökonomen aus allen Teilen der Welt ersuchen wir Sie, eine Finanztransaktionssteuer (FTS) umzusetzen. Die FTS hat inzwischen weltweit Zustimmung gewonnen, und die französische Regierung hat sie zur Priorität ihrer G20-Präsidentschaft gemacht.
Die Zeit für die Steuer ist reif. Die Finanzkrise hat uns die Gefahren eines unregulierten Finanzwesens gezeigt. Das Verhältnis zwischen der Gesellschaft und einem Finanzsektor, der dieser eigentlich dienen sollte, wurde ins Gegenteil verkehrt.
Nun ist es an der Zeit, dieses Verhältnis wieder umzukehren, und dafür zu sorgen, dass der Finanzsektor der Gesellschaft etwas zurückgibt.
Schon bei einem sehr niedrigen Steuersatz von 0,05% oder weniger könnte die Steuer Hunderte von Milliarden Dollar jährlich einbringen und übermäßige Spekulationen eindämmen.
Großbritannien erhebt bereits eine Steuer auf Aktientransaktionen von 0,5% - das Zehnfache dieses Steuersatzes - ohne dass sich dies übermäßig auf die Wettbewerbsfähigkeit der City of London auswirkt.
Das Geld wird dringend für öffentliche Güter, wie Gesundheit, Bildung oder Wasser und den Kampf gegen den Klimawandel benötigt – sowohl national als auch weltweit.
Das Vorhandensein automatischer Zahlungssysteme macht diese Steuer technisch durchführbar. Und sie ist moralisch richtig. Wir ersuchen Sie daher dringend, sie zu implementieren.
